About Rail Vikas Nigam

History 

Rail Vikas Nigam Limited (RVNL) was established with the primary mission of executing the National Rail Vikas Yojana (NRVY), a significant initiative aimed at enhancing railway infrastructure in India. The inception of NRVY dates back to the historic announcement made by Prime Minister Atal Bihari Vajpayee during his Independence Day speech on August 15, 2002. Subsequently, NRVY was formally launched by Prime Minister Vajpayee on December 26, 2002, and RVNL was incorporated as a company under the provisions of the Companies Act, 1956, on January 24, 2003.

The organisation commenced its operations in 2005 with the constitution of its Board of Directors. RVNL’s core objectives are twofold. Firstly, it focuses on bolstering the capacity of railway infrastructure, a critical aspect of improving the country’s transportation system. Secondly, it aims to mobilise additional financial resources for special-purpose vehicle projects.

In September 2013, it achieved Miniratna status, demonstrating its growth and standing. Over nine consecutive years, the Department of Public Enterprises consistently rated the company as “Excellent,” affirming its dedication and performance.

Additionally, during 2017-2022, in four out of the five years, RVNL secured the top rank among Railway Public Sector Enterprises. This entity is engaged in the comprehensive management of projects, spanning from initial conceptualisation to the final commissioning stages. It plays an integral role in establishing project-specific Special Purpose Vehicles (SPVs). 

A significant milestone in RVNL’s journey was the opening of its initial public offering (IPO) on 29 March 2019. Notably, it became the third public sector undertaking (PSU) related to railways to embark on this path, following in the footsteps of RITES and IRCON. In the IPO, RVNL offered a 12% stake with a price range set at ₹17 to ₹19 per share. The response to the IPO was positive, with it being oversubscribed by 1.78 times by the time it closed on 3 April, resulting in an impressive earning of ₹481 crore (approximately US$60 million).

Following this successful IPO, RVNL secured its place on the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE) on April 19, 2019, marking a significant step in its journey towards contributing to the development of India’s railway infrastructure.

Business Segments

RVNL is involved in various railway infrastructure projects, which can be categorised as follows:

  1. New Lines: RVNL focuses on expanding the rail network by constructing new railway lines. This expansion aims to create a seamless, multi-modal transportation network across the country and connect remote areas.
  2. Doubling: Doubling projects involve adding extra rail lines to existing routes. This is done to alleviate traffic congestion on single lines and construct 3rd or 4th lines to increase capacity. RVNL plays a significant role in doubling projects, contributing to around one-third of the total doubling projects on Indian Railways in recent years.
  3. Gauge Conversion: RVNL works on converting meter gauge lines into broad gauge railway lines, enhancing connectivity and improving transportation efficiency.
  4. Railway Electrification: This involves electrifying the existing non-electrified rail network and electrifying new rail lines, reducing reliance on diesel engines and promoting a more eco-friendly rail system.
  5. Metropolitan Transport Projects: RVNL participates in the development of metro lines and suburban networks in metropolitan cities, improving urban transportation and reducing traffic congestion.
  6. Workshops: RVNL operates manufacturing facilities and workshops for the repair and production of rolling stock, ensuring the maintenance and availability of railway equipment.
  7. Others: This category encompasses various additional activities, such as constructing traffic facilities, enhancing railway safety (e.g., building subways to replace level crossings), additional electrification projects, training programs, surveys, and the construction of bridges and rail overbridges.

Subsidiaries:

  • High Speed Rail Corporation of India Limited: HSRC is a subsidiary of RVNL created in 2012 to manage high-speed rail projects in India.
  • Kinet Railway Solutions Ltd: Kinet Railway Solutions Ltd, a private company under RVNL, will be responsible for the manufacturing-cum-maintenance agreement with the Ministry of Railways.
  • Kyrgyzindustry-RVNL: RVNL has partnered with Kyrgyzindustry to form a 50:50 joint venture called Kyrgyzindustry-RVNL. This joint venture will focus on developing rail, road, and other infrastructure in Kyrgyzstan, and the establishment of this partnership was reported to the Securities and Exchange Board of India (SEBI) on December 10, 2022.

Financial Performance

  • Turnover increased to ₹20,281.57 crore, up by 4.64% from the previous year, excluding ₹3,343.47 crore in GST.
  • Profit Before Tax grew by 16.93% to ₹1,644.38 crore compared to ₹1,406.24 crore in 2021-22.
  • Profit After Tax (PAT) reached ₹1,267.97 crore, a 16.61% increase over the previous year.
  • The Net Worth of RVNL rose significantly, reaching ₹6,479.15 crore by the end of the fiscal year, reflecting a 15.05% increase.
  • Reserves and Surplus for 2022-23 amounted to ₹4,394.10 crore, a substantial 23.90% growth from the previous year’s ₹3,546.39 crore.
  • RVNL paid its highest-ever dividend, totalling ₹444.11 crore for 2022-2023, demonstrating the company’s improved financial performance.
  • This financial success led to a reduced effective management fee from 8.5% to 6.58%. Cumulatively, RVNL paid ₹1,826.34 crore in dividends to the Ministry. The company’s strong performance is evident in its increased turnover, profits, and net worth, contributing to its positive financial outlook.
